New legislation proposed by the Government - could see it put to referendum.
Otago University law professor Andrew Geddis says we've voted to reject the prospect twice already.
He says recent opinion polls show more public support - and it could give voters more time to see if a Government's policies are working.
But he says it also means voters have to wait longer to pass judgment on them.
Geddis says that's a reasonably significant downgrading of the accountability voters have for a government - so the question's whether people are prepared to make that trade-off.
