    A Marine mammal sanctuary in waters around the Bay of Islands will come into effect mid-December


    People will have to keep a 300-metre distance from all marine mammals.

    Boat speeds will be limited to five-knots in two marine mammal safe zones -- with no specific restrictions on fishing.
