Melissa Ewings was last seen near the Clarence River mouth, north of Kaikoura in September, 2020.
People around her claim she was acting strangely, and believe she was under the influence of drugs.
The next day, she failed to show up for work, and despite extensive searches, her body has never been found.
Coroner Alexandra Cunninghame says Ewings likely drowned at the Clarence River mouth after recent recreational drug use.
She says it's possible her ability to swim was affected by intoxication.
