    There will be no inquest into the murders of two staff at Ashburton's WINZ office in 2014


    Peggy Noble and Susan Cleveland, were shot dead when Russell John Tully stormed the office.

    He was jailed for 27 years without parole.

    The Ministry of Social Development accepted it failed to take five of six steps to protect staff, after being sued in 2016.

    Coroner Ian Telford says he's satisfied with changes made to prevent similar tragedies since a detailed report in 2021.

    He's apologised to the victims' families for the time taken to wrap up proceedings.
