Jahche Broughton killed 26-year-old Karen Aim as she walked to her Taupo accommodation from a party in 2008.
He was 14.
This March, Broughton was charged with serious misconduct - for having a cellphone, charger and simcard in prison.
Parole Board chair, Sir Ron Young, says the 29-year-old used them to look up what was being said about his offending, and play music.
Young says the Board also refused parole because it had difficulty knowing when Broughton was lying.
