Tony Parahi was riding his motorcycle near Lake Rotorua in 2019 - when a farm worker turned his tractor into his path.
The 57-year-old braked and lost control and his bike landed on top of him and killed him.
The farm worker was charged with careless driving causing death, but a police prosecutor withdrawn it 10 months later.
The Independent Police Conduct Authority says the decision was inexplicable - after the Coroner ruled the death was avoidable.
