The dog was released on a group of five fleeing police in Hamilton last June, after their vehicle was spiked.
A 15-year-old was bitten on the arm.
Authority Chair, Judge Kenneth Johnston KC, says it was an appropriate use of force, given the high speeds driven, and a belief the group had a firearm.
Police acknowledge the finding, saying staff made the right tactical decisions to end the chase.
