    The Transport Accident Investigation Commission believes emergency service delays didn't contribute to a fatal boat capsize in 2022


    Five people died off the coast of Kaikoura, stuck under a charter boat after it struck a whale.

    A report's highlighted restricted information flow within emergency services at the time.

    Chief Commissioner David Clarke says there were limited Police resources immediately available - and its Dive Squad should've been involved earlier.

    He says Kaikoura was vulnerable because it wasn't resourced to respond to a large maritime accident - and had no plan in place.
