A car has ploughed into pedestrians during a parade celebrating Liverpool FC's Premier League victory in the English football club's hometown.
Police soon after arrested a 53-year-old white British man from the Liverpool area who they said was the driver.
Twenty-seven people were taken to hospital, and two were in a serious condition, according to Liverpool officials.
Among those seriously injured was a child.
Merseyside Police Assistant Chief Constable Jenny Sims said "extensive enquiries" were continuing, but that police did not believe is was an act of terrorism.
"We believe this to be an isolated incident," she told reporters.
"We are not currently looking for anyone else in relation to it."

Another 20 people were treated at the scene for minor injuries, with a bike paramedic among those injured by the car.
[MAP]Nick Searle, the Chief Fire Officer at the Merseyside Fire and Rescue Service, said crews responded within minutes and worked to free four people from underneath the car.
He said three adults and one child were trapped.
Liverpool City Council leader Liam Robinson asked people not to post the "horrifying" footage of the event on social media.
He instead urged those with footage to share it with police.
In a statement on X, British Prime Minister Keir Starmer thanked emergency services for "their swift and ongoing response to this shocking incident".
"The scenes in Liverpool are appalling — my thoughts are with all those injured or affected," he said.
"I'm being kept updated on developments and ask that we give the police the space they need to investigate."
Liverpool FC said it was in direct contact with police regarding the incident, "which happened towards the end of the trophy parade earlier this evening".
"Our thoughts and prayers are with those who have been affected by this serious incident. We will continue to offer our full support to the emergency services and local authorities who are dealing with this incident," the club said.

Hours after the collision, a slimmed-down police presence remained in the area and the scene was cordoned off.
Before the incident, victorious players from Liverpool Football Club had toured packed streets in central Liverpool in an open-top double-decker bus.
