    The Public Service Commissioner is admitting some Government agencies are below critical mass


    It's understood there have been discussions about potentially merging certain entities, but no final decisions have been made.

    Sir Brian Roche says all options remain on the table, and all agencies need to deliver value.

    He says he knows its unsettling, but so is doing what they're currently doing, with ongoing budget cuts.
