The four-time defending premiers fell 28-nil behind at halftime, but scored 18 unanswered points in the second spell to lose 28-18 to South Sydney.
The bunker denied Moses Leota a 61st-minute try, ruling a knock-on when evidence suggested to the contrary.
But captain Isaah Yeo says another problem was to blame - six completed sets in the first half.
The Panthers sit 13th on the table with two points.
