Parliament's voted in favour of amendments to the Public Works Act.
It will see incentive payments to landowners who agree to sell early, and a five percent recognition payment, to all whose land is acquired under the sped-up process.
Objections will no longer go through the Environment Court, and will instead be up to the relevant Government Minister.
Land Information Minister Chris Penk says objections are drawn-out.
He says the delays can extend construction timeframes and add costs.
